This would disable all "loadrt", "newsig", "link(sp|ps)", "addf" and other commands that can change the configuration. Two levels of locking should be implemented. One should still permit "setp" and possibley "sets" (this allows tuning and such) the other should lock everything down tight. The locking should be implemented in the HAL library itself, not in halcmd.
