First, that is the way EMC2 is built right now. Second, it allows very easy performance testing and tuning of the servo. This could all be done with the servo loop in an external controller, but that would require more development. Also, it allows tight coupling between motion and auxilliary I/O functions where that is needed. Keeping a laser On/Off command tightly synced with motion is a problem that comes up all the time.
