You would need to mesh each layer separately starting from the outside (assuming that's where you put electrodes) modifying the interface surfaces as you do in order to propagate the electrode refinement. As it happens, I've done this for this specific mesh some time ago. If you would be willing to test (and possibly clean up) my code for your application, I can send it to you and if (once) it all works nicely, we'd create a tutorial and a data-contribution page in EIDORS.
