To start the debugger, it is neccessary to grant modify
rights for the eclipse root directory (dir only, no
subdirs) and for the whole <eclipse_root>/configuration
subtree to start the debugger.
I have seen some tempfiles, that are created in the
root and elsewhere. I think they should be created in a
appropriate temporary directory.

I don't know whether this is an eclipse or EPIC issue.

Tested with eclipse 3.0/3.1M2 and EPIC 0.30/0.38 under
WinXP Pro
