I'd be happy with the original idea of adding a 'WAIT_UNTIL_...' to 
emit_clip_rect if 1) you can't find a better way of doing it and 2) it is 
demonstrated not to hurt performance (badly).

Have you seen the SCISSOR_ENABLE bit in RADEON_PP_CNTL?  Maybe this turns on 
the scissors you are trying to set with that packet?

Alternately, the AUX_SC_ regs might be the ones...
