It's a bug that the DRI build doesn't currently look for the installed X headers (I'll be committing fixes once I've finished testing them). It's not a bug that the DRI build now requires X headers (and some libraries) to be installed. This is an intended side-effect of trimming the DRI source tree. A DRI build has never been equivalent to an XFree86 build (although it used to be self-contained). The current version of XFree86 should be installed first, including the "devel" or "prog" components. When the trimming is finished, the DRI tree will contain just the parts needed to build a complete X server plus the GL (and related) libraries.
