If the application has shipped with compressed textures and the chipset supports that format of compression, then it'll work with Mesa (or can be easily made to work). If the application ships with normal textures, then the idea would be for Mesa to convert the normal textures into compressed texture on the fly, then upload compressed textures to the card. The former is rare. The latter is illegal.
