A developer would expect that the actual DPP can begin after this notification is received,
he has to wait though, until his buddy's synchronization is over
As far as I understand Saros, a notification along the lines of "Connection with Buddy established" would more appropriate at this point, and "Buddy joined the session" after the synchronization is over.

This was a design decission. The buddy is in fact in the session, also synchronization is still performed. Ask Christian Dohnert for further details.
Feel free to paint some cool figures in the whiteboard while the project synchronization is still in progress.
