#71 Can't change Num/CapsLock status

DosBox seems to ignore the current setting of NumLock
and CapsLock - both are assumed off. Once DosBox has
started, hitting the NumLock and CapsLock keys does not
change the lights or have any effect in the emulation,
but the lights jump to the status they should have when
you quit DosBox. This is important because some games
use the numpad for control and require it to be on or off.

In 0.74, NUM LOCK is still OFF despite the keyboard status. It has to be toggled twice to be in sync.
