If there is app.exe and app.bat files in a directory, typing 'app' in the command prompt launches exe file instead of bat one, as DOS does.

According to microsoft the order is

.COM .EXE .BAT

The same as DOSBox.
Maybe something else is going on or you are remembering it incorrectly
