I tried to use rst-mode with XEmacs 21.4, but loading it fails with the following error:

Invalid regexp: "Invalid preceding regular expression"

This is with Docutils 0.8. As far as I remember, earlier versions didn't have such a problem.

Support for XEmacs is not planned. Moreover XEmacs development seems not to continue.
