Unless I power down, it tries to boot from the wrong stick. I must say I have 2, 1 with the system set RO and the other with the configuration set RW. It seems you have more than one box. Did you try this in an older box? I am thinking it may be a BIOS problem. Do you have an older machine to try this with?
