It seems that this is intended. The Makefile.in provided by the included gettext, installs its library and headers only when used from the project "gettext-tools". It seems that the included gettext is available for compilation, linking and execution of external applications (like dar) but not for their installation. In a way this makes sens, because if you want to install the libintl (library of gettext) on your system, you must be do it independently of any other software. Else, if you have several software, using their own libintl library that install their libintl on the system, one could overwrite the libintl of another project, leading to versionning problem if for example an older library has been put in place of a more recent one, and so on.
