You should be able to add this to Jamfile:

  MsvcExternalLibrary tcpnetwork : "wsock32.lib" ;

And then re-generate the project files.

(Looking at the documentation for MsvcExternalLibrary in
mk/jam/msvcgen.jam, I see that it actually uses wsock32.lib as an
example.)
