In the newer versions 4.9.7.1+ I think (maybe earlier, I didn't notice it in 4.9.7.0) you can import them using file->import->import ms visual c++ project. I also believe the problem is that Dev-C++ doesn't have enough options for compiler/linker flags, but I recall a message somewhere about using Dev-C++ with CS.
