I execute a bat file from C:\Build.  My Cruise Control is in
C:\Java\cruisecontrol-bin-2.4.1.

I set these args before I execute the cruisecontrol.bat

@rem
@rem
@set JAVA_HOME=C:\Java\j2sdk1.4.2_05
@set CVSROOT=:pserver:buildbox:Password1@atgwebdev1:/cvs
@set PATH=C:\Program Files\cvsnt;C:\Java\cruisecontrol-bin-2.4.1\
;C:\Java\cruisecontrol-bin-2.4.1
\main\bin\;C:\Java\cruisecontrol-bin-2.4.1\apache-ant-1.6.5\bin;%PATH%;
@set ANT_OPTS=-Xmx600M
@echo bop-med build cmd prompt

I tried cruisecontrol -cchome C:\Java\cruisecontrol-bin-2.4.1

And it now works!
