That happened once to me after I upgraded from 2.2.1 to 2.3.1, but the difference is that I can still build other projects since I set thread count to 5. What's curious is that when I restart the Windows service running the server, I can run a build on the project that was working before, and it completes. If I then run a build on the project that I still can't get running, it goes into the "in build queue since" state, and then I see that the other working project is also in that state.
