No, I haven't had time to spend on it and fc4 was released last week so it makes sense to update to that anyway. I started working on an fc4 minimal system but the problem is that a 'minimal' fedora system takes a lot more space than people may want to download and if its stripped down to the point that the fc1 minimal image is, its not really fedora anymore. Starting with the fc1 minimal image and upgrading it to fc4 is an option as well not difficult but a few packages won't upgrade fully and I'm not sure if people would consider that acceptable.
