You don't mention whether you are on the console or on a terminal server session. If you are on a terminal server session did you do the command: change user /install at the command line first prior to the other commands? On a Windows Terminal Server, you should do that prior to installing software, drivers, services, or anything else that touches the registry. (Whether from the console or from a terminal server session actually.) You may actually need to be on the console to load a driver-- I've never tried installing a driver from a Terminal session.
