Yes, if your patch's context contains some of these weird German
comments, you are likely to get rejects if you try to commit it
directly. Please convert it to UTF-8 before, using one of the three
commands

    iconv -f ISO-8859-1 -t UTF-8

    recode ISO-8859-1..UTF-8

The UTF-8 encoding means that Sam is now welcome to put into the
ChangeLog his name in Russian spelling.

Btw, for UTF-8 text editing, I recommend
  * UTF-8 enabled xterm (xterm-146 or newer), and the following
    choice of fonts:
