pathnames cannot contain ":" on woe32.
[the same call works just fine on linux:
(make-pathname :directory '(:relative "c:" "opt" "bin"))
==> #P"c:/opt/bin/"]

what you need to do instead is

(make-pathname :device "C" :directory (:absolute "opt" "bin"))
