This sounds good but why not add such a features to cgiwrap itself?

I am not very knowledgeable about security issues. Are there any risks 
involved in allowing cgiwrap to read arbitrary environmental variable 
settings configured by non-root users?

I need to find a solution that will work with standard cgiwrap 
installations since I want my application to be compatible and easy to install.
