I've been investigating the problem for a couple of days. On my Win XP system, Time zone names are stored in the registry in HKLM>SOFTWARE>Microsoft>Windows NT>CurrentVersion>Time Zones and for each time zone, the name that is returned when calling GetTimeZoneInformation is specified in the 'Dlt' value. On other systems like yours, it sounds like GetTimeZoneInformation actually returns the name of the time zone folder rather than the Dlt value.
