It means a (single) bond that is in front of other neighbouring 
bonds/atoms, similarly to what a "wedge" bond means, but here both 
atoms are in the front. 
It forms part of a perspective drawing of a ring. To both sides of 
this bond there are 2 wedge bonds going back.
