[Cdk-devel] setting symbol and atomic num in Element

Hi, is there a reason that Element provides the following constructor?

    public Element(String symbol, int atomicNumber) {
         this(symbol);
         this.atomicNumber = atomicNumber;
     }

For a given symbol why would we allow a user to specify an arbitrary  
atomic number (and vice versa)?
