Sidebar Extras: To be explicit (and make your descriptive sentence more straight forward) maybe label the columns "Sidebar Extras In Use" and "Available Sidebar Extras." Then the sentence could be "Simply drag and drop the Extras to enable or disable and reorder them" or similar.
