#155 Margin & Padding Doesn't Work for Certain Template Styles

- Setting margins and padding for the rows, columns,
page or content area styles in a template just plain
doesn’t work – I have added margins and/or padding to
these areas in various ways whether it was the page
rows, template rows, or page columns, or template
columns, or both or all, or the page itself or the
content area for the page, and these just don’t work –
is this really a CSS problem or is this a Caravel problem?
