#907 CAMV handling of namespace / elements in setChoice() for NIEM

Items in a setChoice with the same names but different namespaces are not seen as distinct - and error: Element biom:TestElement may be extra =>Node: TestElement
is given. Order of the elements appears to be important also (it should not).
