Artillery _should_ hit flying objects about target hex, but
within a blast ratio: if unit is on that hex within (hexlevel+5 ->
height equal to width of hex). Like: Arty hits hex 5,6 which
has level 4. if vtol is in that hex at 4<z<9, then it should get
hit.
