For whatever reason, the absolute paths are making xsl unhappy. Perhaps as simple as removing the leading slash? With that /xsl/xhtml-1_1/docbook.xsl becomes xsl/xhtml-1_1/docbook.xsl, just a blind thought. The "hack fix" I shoved in early that got things working was noticing that the current working URI seemed to be in the brlcad resources directory, so changing it to ../xsl/xhtml-1_1/docbook.xsl did the trick but certainly "doesn't seem right".
