Sounds to me like the NEWS file could be made semi-automatic to take
care of the release date, perhaps a NEWS.src file that is the actual
input and the NEWS file the result of replacing the
"next-release-date" with the actual date the package was generated.

My proposed patch to produce the BRL-CAD version in integer form could
be the basis for such a thing, or maybe just a simple Perl or bash
script, or...?
