Initial Comment:
Hi again;

While using the FreeBSD port of BRL-CAD 7.6.4, I
noticed the following inconsistencies:

- configure doesnt find itcl/itk even when the I have
updated versions of them installed.
- An optimized release is not built even when providing
--enable-optimized to configure is the default.
