I do really not see any real disadvantage with stating with a rather old card (given it's from the same vendor). It will rather quickly produce something which has drivers for old OSes. Once a SVGA is supported, extending it to the new specifications should be rather painless (surely, less urgent than building a SVGA without any SVGA anywhere!) as, hopefully, different versions of graphics cards from the same vendor will share some of the API...
