Hi,

Very often, missing DLL on Windows 9x system can be found in MS-package. In
this older OS versions some modules are not present by default like Windows
2000/XP/Vista.

When you use Windows 98 you should install:

Step for a fresh install

Internet Explorer 5.5 SP2
Internet Explorer 6.0 SP1 (NOTE: IE55SP2 is necessary because some files are
missing if you start from IE4/IE5 to IE6)
DirectX 9.0c
MDAC 2.53 or higer
Windows Installer 2.0
.Net Framework 1.1
VB Runtime (VB4, 5 and 6SP6)
And every Windows Updates...
