[Bacula-devel] create_postgresql_database.sql is missing on win32 platform

Hi,

The win32 installer is not installing the file
"create_postgresql_database.sql", I have confirmed this in versions 2.2.8,
2.2.9b6 and 2.2.10b3, the file exist in the folder src\win32\cats but the
script src\win32\installer\build-installer.cmd line 23 (2.2.10b3) "SET
CATS_PGSQL_SQL=..." does not include it.
