[Bacula-beta] 1.39.28 BETA is ready

Hello,

The 1.39.28 BETA is ready, so please feel free to resume making CVS commits 
keeping in mind that we are working on stabilizing Bacula for a release as 
soon as possible, so please stick to fixing bugs (or completing the Win32 
Dir/SD implementation) rather than implementing new features.  If you have a 
non-bug patch, please check with me before committing.  Thanks.
