The BackupPC_Admin file must be owned by the backuppc user and suid, but must have the group ownership set to the httpd user (probably apache) and have at least rx permissions for group. Assuming backuppc and apache are the right user/group: cd /var/www/cgi-bin chown backuppc:apache BackupPC_Admin chmod u+s,g+rx,o-rwx BackupPC_Admin should fix it.
