Yes, bad form to reply to myself, but I did a little more testing and I've discovered if I change the '-p' arguement to start with anything other than c:/rsyncd, the service will not start. Why am I not able to specify a different path for the rsync executable? I suppose at this point this thread doesn't really belong here, but since it has to do with the cygwin+rsync package available from the BackupPC project page, I thought it would still be relevant.
