[Assimilator-developers] new wiki page

I added a Release Notes page to the project wiki. The intent of the page 
is to capture changes made to the code base from the last official 
release. The list of items would become the official release notes for 
the next release. If we can keep this list up to date as code is 
changed, hopefully it will be easier than trying to compile a list all 
at once just before a release.
