Players who just pop in for a second can still issue
kick votes. If they pop out again quickly, they're
almost immune against a counter-kick.
Countermeasures: introduce a minimal waiting period
before
a) you can vote
b) before you can issue a vote
And players shouldn't be allowed to pop in and out at
will. As long as the client is still there, the player
ID should be kept around for a while.
And kick votes should work independent of whether the
player who it was originally intended for is still
there.

"maturity" has to be reached before you can issue a kick
vote, and when you leave into old-school spectator mode,
the server keeps your player ID around until you either
quit or enter again.
