A review of Process Monitor shows the file areca.l4j.ini is never opened and read, plus the command line as seen in task manager (previously attached) shows Xms and Xmx values different from those configured in the .ini file; however, upon further investigation using Process Explorer, a much greater detailed view of the command line shows the correct Xms and Xmx values, and experimenting with different values all appear to be correctly used as seen in Process Explorer.

Still unknown why Process Monitor does not show any open/read activity with the .ini file, but it does appear to be reading it at some point and seemingly overriding the values shown on the command line in Task Manager. Please disregard/close this bug report.
