Yes. All(?) of the other packets aprsd handles are in third party format:
positions, messages etc; all have the sender's callsign in the packet
payload. The beacon will be in normal position format, with no callsign
in the payload.

The NetBeacon seems to work anyway; I'm not really sure why it's
treated differently. Something about prepending !:! or similar?
