On my Mac OS 10 Yosemity installation I get the question mark too. It turned out, that apcupsd does not get started during system startup. After manual start the daemon and the agent are running fine until the next reboot. I wasn't yet able to find out what's going wrong on system startup. Obviously something changed between Mavericks and Yosemity...
