[Ant-contrib-developers] new ant task

I posted this new ant task to the RFE's list.  Trying to throw it up 
somewhere in open source so it is available to others.  Can we post this 
at ant-contrib?  I have included docs, the task, tests, and java files 
needed by the tests.
