Further on the support of 3G voice modems ...

this data sheet :

suggests that the Sierra wireless voice/data modem has the following PCM
outputs :
VOICE SERVICES:
PCM Audio
IS-127 & IS-733-A Vocoders:
13QCELP Vocoder
EVRC Vocoder
TTY/TDD

Hmmm ... do you think it is possible to install this modem and configure for
ALSA ?
