The Smacker (www.smacker.com) converts a true-colour image into a 256-colour (or less) image with impressive results. You could try what you're doing in 16-bit. It won't be as fast as 8-bit, but it might just be fast enough. What I usually do is start to write a program in 16-bit colour and then drop down to a palettised display if and when it's necessary.
