The copyright of the Informal Introduction belongs to IFIP. Likewise the Revised Report (which can, in addition, be republished without formality). I have discussed the Google situation with the chair of the IFIP publications committee (or whatever it is called), and he would be happy to cooperate if I could find out the procedures necessary to permit Google to allow the full text to be viewed. But the problem is that none of the relevant Google websites give any contact address for who you have to speak to to discuss such copyright issues, and all requests addressed to postmaster@all-plauusible-google-addresses get ignored. If anyone can tell me how to get to speak to a real and relevant human at Google, I would be happy to try again. -- Charles H.
