Mirror selection page cannot select a mirror ("Use this mirror" button didn't show up)

Description

When I visited project files list and click on the file, it bring me to the download page as usual: (this example was a wine project's file)

https://sourceforge.net/projects/wine/files/Source/wine-1.5.8.tar.bz2/download

When I clicked "or try another 'mirror'", it linked to mirror selection page as it should be:

https://sourceforge.net/settings/mirror_choices?projectname=wine&filename=Source/wine-1.5.8.tar.bz2

But as mirror list was displayed and selectable, it showed no "proceed" button or anything that could bring to the download.

And when I selected a different mirror and go back to the download page, refreshed the page, it still downloading from the old mirror.

Note: On Mozilla Firefox, there's a workaround (in spite of no button shown up) that one must press "Enter" key at nowhere to make it submit the mirror form.

On Opera, one must completely disable page's stylesheet (View>Style>User Mode), to reveal the "Use this mirror" submit button and click it to submit the mirror form.

Browser: Opera 11.50 ("Opera/9.80 (Windows NT 5.1; U; en) Presto/2.9.168 Version/11.51")
OS: Microsoft Windows XP SP3

It seems that you encountered this by opening the mirror selection link in a new tab? It should work properly if you just open it "normally".

If JavaScript was enabled, I will not brought to the mirror selection page that described in the issue; the mirror list will just appear on the download page, and yes, I could select the mirror there.

But this issue applies when I was browsing with 'JavaScript disabled' (due to slow connection) or using browser that supports CSS but not JavaScript.

Sourceforge clearly has support for JavaScript-disabled user as there is a separate mirror selection page.
The issue here was simply the submit button on that page was somehow hidden by page's CSS. If it shown up, problem solved.
