The necessary change for the keyboard layout is in Preferences/IBus Preferences:Input Method/Add. Scroll down the list to find the appropriate language choice, then scroll down to find the appropriate variant (English(Dvorak) for me).

Many thanks! Editing the custom.conf worked (although the file is in /etc/gdm3). I hesitate to use raspi-config for the keyboard because I tried to use it to set auto-login, and it booted me into Ubuntu rather than Dragon.
Can't find where to change to automatic (no password) login. Prefer dvorak keyboard layout, which I can add through the Preferences/LXQt Settings/Keyboard menu, but it keeps disappearing when I reboot. Liking it so far. This is the only distro under which (after running the SDRplay script) GQRX can find my SDRplay RSPdx.
