Just to update on this discussion since I ran into it as well - Alcatel is technically violating the l2tp rfc. When the tunnel is in established state, Alcatel will send a second/new SCCRQ in an attempt to establish a second/new tunnel using the same connection details (srcIP/port+dstIP/port) as the first one.
